AP, remove the brake cover and see if the lever is frozen or has alot of gunk on it. you may not be able to get the cover all of the way off depending on the hitch bracket but you should be able to see what the problem is. Get some brake cleaner spray that will help clean it off and you can use some WD40 on the lever. (not too much) It should be fairly easy to understand how the brakes work on an M, they're really basic.
