Andy - Can you sketch and post the wiring you describe inside the box? Could be the ammeter is wired up wrong, but I can't tell for sure from your description. With a sketch hopefully I (or someone else here....) can figure it out.

Note: A quick way to test if the ammeter needle is stuck: Take a small magnet (like a magnetic pick up tool, or even a refrigerator magnet) and move it around close to the ammeter with everything turned off. If you see some meter deflection with the magnet in certain positions, you know the meter needle is not stuck.
