Don, I had the exact same thing going on with my Farmall 460 gas. I even put a battery from a semi tractor/trailer with same results. I removed the starter and started checking around for parts (drive gear, solenoid, brushes, bushings, etc) I was at $75.00 when NAPA sent me to the IH dealer because they didn't have the starter drive gear in stock. The dealer didn't have it in stock either but they did have a new/remanufactured starter in stock for $120 and no core exchange so I could keep my old one for parts or rebuilding later. Needless to say I bought the whole starter. Now with the semi battery I think I could snowblow the driveway with just the starter turning over. What a difference. Good luck on yours.
