It could be the starter is "dragging". In other words needs new bushings and brushes. These parts are available from NAPA most cases. It is not big deal to rebuild these old starters if the windings are not bad. take it out and dissasemble the thing and see what it looks like. If there is any evidence of burning or overheating of the windings, you should probably just get a rebuilt one. If the windings look ok, I would try new brushes and bushings. Clean the commutator block grooves to remove carbon buildup before the new brushes go on. It could also be as simple as a bad ground cable. try jumper cable a ground to the battery from the starter. a lot of times with the old positive ground systems, the ground cable will be corroded inside the insulation wrap, and not be carrying enough amperage.
