Before tractors etc. dirt was moved with teams (horses & mules) and men on foot. So I am sure it can be done. The loaders on farm tractors were not designed for digging, this is why you don't find digging teeth on or for the buckets. Your idea of plowing first and scooping on the second path is a good one. Since you are probably like me, more time than money, I hope you enjoy the experience. Let us know how the project comes out. Pictures if possible.
