10-20 throttle/govenor linkage Bob Kerr

I can,t seem to figure out whats wrong in the linkage from the govenor over to the carb,the govenor linkage holds the {throtle? wide open when the lever in the gov is relaxed with no tension.As you know its been off the tractor while doing the overhaul.One good crank and it starts right up but you have to hold the throtle lever from trying to open up and the govenor isn,t working I don,t think.I'am puzzled as to where the problem is.??? Will
