I think the main reason for the I-544 is to have a lower to the ground "utility" version of the tractor for doing yard and loader work, probably even find one with a back hoe attachment somewhere. I-544 would be much safer on any steep hillside or ditches due to the fact that it is lower to the ground.

As stated earlier, price was another factor - the adjustable tread of the F-544 cost more to produce.

Another way to think about it, why was the H and W-4 or M and W-6 both made? Some people wanted strictly row crop work and others didn't grow row crops and didn't need the adjustable axles, clearance, etc.
