75% of the time a generator dont charge it is because it is corroded inside. I have taken several apart, turned the rotor on a lathe and cut off about .030 off the area where the brushes ride. Take a fine sand paper and take a little off the brushes on all sides to clean them up. Hold the brush wires in you fingers and sand the contactos on the end to get them bright and shinny. Put everyting back together. I put a couple drops on WD40 on the brush spring pin to make it work easier. Havnt run into one yet that had "bad windings" as they say. NOrmally just corroded wire ends, dirty brushes and commutator. To test it on the bench, ground the "F" terminal to the case with a short wire. spin the generator with an electric drill with a suction cup in the chuck. Measure the voltage across the two terminals. Got to spin the right way.
