The C does not have a vent on the Touch Control Unit. Someone must have drilled the plug on yours. You MUST make sure all the cylinders are in the retracted position (including the 3 point cylinder) when you fill the system. Work all the cylinders several times before you put the plug back in to get the air out. With the cylinders extended, the level will be significanly lower in the reservoir. Adding an auxiliary reservoir as Harold suggested is not a bad idea. If you do that, probably should have a vent, unless the reservoir is designed to hold significant pressure.
