It sounds like that maybe you have a stuck purssure reg. valve and it is not releasing or maybe you don't have the double/signal valve set in the proper posision had to say with out being there to chek it myself. And for the steering problem you could have a blowen seal ring onthe piston on one side that would let it work one way and not the other, just some ideas . and it would be nice to check the working pressure and see just what you do have.
