Did you put a kit in the carb when apart? How much of it did you take apart? the throttle plate has a right and wrong way to go in the bore. As others have said the float can hang up on the casting in the center or edges especially if the axle pin is worn. Kit I got for my SMTA carb had a new axle pin but it was too short. How about the needle and seat? There are som internal passages susposed to add air to fuel mixture at certain points, if those are plugged it may flood. How is your adjustment on the high speed needle? Will it run better if you take it out all together? If so you probably have some internal passages plugged. My SMTA carb kept flooding and I took it apart a half doxen times before I realized the problem was my camshaft had a chipped end and loose geear so it was throwing the valves out of time.
