If you have a Tractor Supply store near you, I think they can order a slip clutch for your. I find it surprising that your tiller does not have a shear pin or bolt. If the PTO shaft is attached to the gear box shaft with a bolt (usually a 1/2 inch bolt), that serves as the shear pin. You will have to know the size of the gear box shaft to order the slip clutch.
