The H4 magneto is really a very simple piece. If your H runs at all I'd say you probably don't need to rebuild it. points condenser cap and rotor is probably all it needs. maybe it wouldn't hurt to clean the impulse coupling and lube it upwith oil. befor I went to all that I'd first set the timing as per the manual. how are your plugs and plug wires? My H has always started almost instantly even with all the above in terrible condition. Cold weather does make it a little harder to start but not much, I just have to use the choke very little or it will flood out If you don't have a manual get one. I'd recomend a owners manual and a I&T manual as bare minimum. I have those and a blue ribbon service manual and a serviceman's guide. The service mans guide isn't very helpful but it has helped on occasion.all the different manuals do help as they all seem to leave alot holes in their coverages and usualyy if I can't find something in one then I can find it in another.
