Allen,I would approach this a little differently.Try turning the motor over with the hand crank.If you dont hear anything you've just narrowed the field.I think your going to find its your starter.Check to make sure its bolted well or your bendix may bind.Just because its new doesn't mean its good.One more thing,double check with the manufactorer that they gave you the correct starter.
