I have a C and an A "Shop Mule". I adjusted both per the manual. Before I did that, the C would not go back to low idle. After I adjusted the linkage per the manual, I had a surge on the C and then had to adjust the bumper spring to get rid of that. They both run fine now, but I notice that they don't seem to have the power under heavy load that they used to. I think it is because the governor spring is old and has gotten a little weak. The spring pulls against the centrifugal force of the weights, so if the spring is weak, the RPM has to be a little lower before the spring can pull the throttle open.
