I believe the top number, 11-36 (or 12.4-36 which is the new size designation for the old straight 11's) is the width of the tire's footprint on the ground, while its on a rim of a certain width, which is the second number (9-36). As far as I know, this same system is used for 38's too. My son's F-12 has rims for rubber welded on to cut-off steel on it. The tire size on these rims is 9-38. I think when the decision was made to put on rubber, rims that were available were used, so you might find a lot of variations in sizes on cut-offs. (My $0.02 worth. jal-SD)
