Sounds like it has too much clearance between the pads and the brake housing. My 560 did that. Found the cheapest thing to do is to have the brake covers planed. I took .030 off mine and that made a world of difference. As far as the locking up part goes, that can be fixed by installing a spring inside the brake cover and attaching it to the clevis. I&T manual for a 560 shows this spring. Along with the dimensions for drilling the hole in the brake cover. This will fix it!!
