I've got one on my F14 along with the plow that goes with it. I guess we should ask the obvious - does it have oil. The reservoir under the seat has a plug and you should be able to stick your finger in the hold an reach the oil level. There are a number of seals in the unit that can go bad with time and leak out all the oil. Also you don't need to have the pto in gear to run the hydraulics. You need to have the clutch out. Just some thoughts.
