Cub Timing

I have a Cub that had a broken block at the front where they all break. I took it apart and bolted then welded it together. When I put it all back together I aligned the timing marks on the crank, idler, governer, etc just as the book said and I can get it to pop (fire one cylinder), but not run. I followed the I&T to the letter, but my question is how do I know that the rotor is in the right place with respect to the mag? The rotor can be put in in almost any direction and I'm concerned that this is my problem, but I don't see that referenced anywhere in the I&T. I got the engine to #1TDC and got the snap from the mag just as the timing mark is aligned, still doesn't want to run. I have good spark when I pull and ground the plugs and plenty of fuel through the carb. Any suggestions would be great. Thanks to all.
