help, hydraulic problems

I have a 300 utility, it has power steering, when the drawbar is raised its bleeding back down and a small valve located above the high pressure ine to the power steering on my hrdraulic block that is held by a retaining ring popped out, I installed a new ring and its leaking fluid, maybe a seal, but whats the larger porblem?
