IF IT IS RUNNING ON HALF CHOKE THEN IT IS STARVED FOR FUEL. THAT COULD BE A GASOLINE LINE RESTRICTION, A CARB RESTRICTION OR EVEN VALVES THAT AREN'T SET RIGHT.
