1206 hydraulics still down .....

Well, I posted this problem some time ago. My friends 1206 hydraulic oil gets contaminated with water and everything shuts down. Drained out ALL of the oil (yes, there was water in there) from all the drain plugs (3) and replaced it plus a new filter. The oil in the final drives was separate from the tranny/differential. Still nothing happening, the steering is as dead as a doornail. I don't know if I have hydraulic pressure to the hoses. Anything that you might suggest doing or maybe a hint of what the problem might be? Is there a location on the tractor where I can test to see what sort of hydraulic pressure I have in the system?
