pull the top cover off the bolster, there are about 6 bolts in kind of a circle that hold it on and take a look in there you will see the worm gear on the steering shaft and the sector gear on the top of the bolster shaft. jack up the front of the tractor a little bit to take the weight off the front tire and turn the wheel. if its still hard, remove the pipe plug and spin the steering shaft back out and check the bearing on the end. could be the shaft didnt go in all the way and the cap on the end is binding on it too. raise the front tire just off the ground and see if it turns easy with your hand with the shaft out. if it does, then something is binding the steering shaft.
