Breaker bar with a pipe on the end. You can't get those too tight. Are you sure you have the right clamp? Somewhere along the line, perhaps with the 450, IH changed from two small keyways in the axle to one large. If you are putting the old, small key clamp into a single keyway axle, that is your problem. Otherwise, unless the key is worn, just get it as tight as you can -- don't worry about breaking the bolts.
