Mark - I highly doubt the float contains any liquid by design. At least I've never heard of one that does. Nor can I think of any engineering reason for it to contain liquid. So.....I guess if the float is not now leaking, and it still has sufficient bouyancy for it to float on oil, then go ahead and install it "as is". Also keep in mind that float pickup system was designed long before the introduction of detergent motor oils. It was provided to keep the oil pump pickup out of the sludge and stuff that would frequently accumulate in the bottom of the pan when running non-detergent oils. Now if you are using good quality detergent oil and changing it as required, there should be no sludge accumulation. And if the pickup should later become filled and sink entirely, it's picking up oil from the bottom of the pan would not likely cause any problems.
