slow steering on 404

This 404 steers with a tip of the finger when you steer it slowly, but if I have to turn quickly, it is hard to steer it quickly. It would rather spin slow. Engine speed does not affect speed of steering. Engine does not labor when steering. It's been this way since we got it back in 1979.

Are they naturally slow steering?
