It is not likely that you are running out of fuel if everything is clean and open . Going to a 3/8th line is not going to help ya one tenie tiny bit as you can only put somuch fuel thru the needel and seat . Myself i would pull the sediment bowl and amke sure that there is nothing stuck in the inlet then check the screen at the carb in the inlet fitting . Now i know that i am going to get bad mouthed here but you can run your 400 at that RPM if it does not have alot of vibration . some engines run smoother then others . the down side is that you realy gain nothing at that RPM as you are getting out of the range of the cam for power and the valve springs are not heavy enough to return the valves to the seats fast enough . myself i don't realy like going over 2000 on and old 4 banger as they are not realy balanced and with the lenght of the stroke.
