swing cylinder,backhoe

I have a 1950 IH 300 backhoe/loader the cylinder that swings the backhoe isnt working. there are two lines on one end of the cyl. and one line on the other end. one of the lines on the double end is capped. does anyone know how this is to be hooked up ? i just purchased this & havnt found a manual yet nor can i read the model. thanks
