USUALLY the clamps will pop right off after loosing the bolts.

However if the clamps don't loosen, a few licks with a sledge on the inside rim after removing the bolts will loosen 'em up. Or you can loosen the clamp bolts 2 - 3 turns, then SLOWLY move the tractor forward and backward at least 1 full revolution of the rear wheels.

Also like Hugh suggests below, a 3/4" socket and about a 4' pipe "cheater" should loosen the bolts/studs without difficulty.
