you can try soaking them in kerosene. however, i think your better off with a valve job. if you got water down in the guides and it started rusting, when you run the tractor the abrasive from the rust is going to wipe out the guides pretty quick. at the very least pull all the valves and inspect the valve stems and guides for pitting and rust. if they are all good, you can lap them and try it.
