Suggest removing the cover from the governor riser (the sloped stamped tin cover with the tube coming out atop the governor.)

With the throttle handle set to at idle start the engine, then push down on the bellcrank. If the engine now slows down you need to adjust the bellcrank connecting rod to make it shorter (the bellcrank is threaded to top of the connecting rod for length adjustment).
