Nope Henry if the float is stuck open it will just flood the carb and gas will run out. The hand throttle shaft runs to the governor, the governor then in turns opens and closes the butterfly valve in the carb.. Make sure your idle control screw has not gotten turned in somehow. other wise the governor is sticking and not allowing the butterfly valve to close completely.
