If the dowels are not what is keeping the engine from moving more, the other thing that can be causing the problem is the clutch shaft seized in the pilot bearing and/or clutch disk. If that is the cause you may have to disconnect the driveshaft joint and release carrier bracket and take the shaft out with the engine. Once out of the clutch housing you will be able to separate the clutch from the flywheel to get at the pilot bearing.
