Leaky axle...why does oil come out of the end?

One rear axle on my 460 U leaks hyd oil at a fast drip. It appears to come out from behind a large washer and bolt. I do not understand how the oil would be able to pass here. The whole hub gets oil soaked rather quickly after getting it warmed up good. Can someone enlighten me on how this hub retainer would have to be sealed to stop this leak? the axle seal itself is dry all around the opposite side of the hub. I will try a picture posting here. I have one in the parts & pieces area.
