About 95% of the time in line fuel filters cause you more problems then they fix. Thats what the sediment bowl and the screen that should be in it are for and are made for the type of fuel system thats on a tractor. First thing you need to do is pull the drian plug from the bottom of the carb, let it run for at least 5 minutes, cathc the gas to save you $$. It should have a good steady flow of gas. If it doesn't then take the line loose at the carb and check there. If you don't have a good flow there then remove the sediment bowl and check there. All 3 places you should have a good flow if you don't then you have a problem with the fuel line and not the carb. If you have good flow at all of them then its time to open up the carb
