international 254 runs hot

friend of mine has a little 254 diesel with the jap motor he uses in his landscape businees, tractor runs hot. only way to keep it cool is to leave the hood open. they put a new rad in it, coolant flush, head has been done, i looked at it for him, fan seems kind of small and the battery and air cleaner are in front of the rad blocking air flow. i'm thinking relocate the battery to the back of the tractor, maybe moving the air cleaner outside too. any other ideas???
