It should pull the disk in 2nd and 3rd depending on what size the disk is. The water pump will not have anything to do with it. As Jim said it could be lack of fuel. There is a screen at the carb where the fuel line attaches try cleaning it to see if it helps. If it has a in line fuel filter take it off and try it without it. Clean the entire fuel line and sediment bowl. There could also be junk in the tank restricting fuel flow. It could also be the governor. Does it miss or just no power? You need a IT service manual it will give proper governor adjustments, and a wealth of other info. Is this something that just started or has it been this way since you had it? Without being there it is hard to tell what it may need.
