It shouldn't "sing" and that noise is literally screamin' at you that something is wrong.

From the tractor seat, does the noise sound �forward� or does it sound like it is back under the seat? Can you change the sound by moving the steering or does the frequency change when you move the hitch/remotes? If you can change the pitch of the sound, it should lead you to which pump is putting up the noise.

Possible causes are: Plugged filter, wrong gear or wrong gasket on a pump, a split o-ring or leaky gasket in any one of the hydraulic circuits. Since the tractor was just split for repair, you can just about figure where the trouble lies. :>)
