It is an M&W aftermarket throttle control. Designed to give more infinite throttle settings than what the original saw tooth throttle could give. Just how effective it is open to opinion. Some folks like them, some don't. New ones are readily available, and priced at about $25 or less, they do provide an inexpensive option when replacing a worn out original. New friction discs are also available for the old M&W throttle.
