I've got the same problem on my 1086. The I & T Shop manual identifies for the PCF systems possibilities: Drop poppet misadjusted, Linkage misadjusted, Drop poppet pilot unseating/rod broken, Drop rate screw turned in too far, Actuating rod or pin binding, Draft control valve spool binding in open sosition or spring damaged. I don't know if I have an Open Center System or the PFC. It does have a TA. The shift leaver is frozen in place. I'm told it's best to leave it alone.
