504 diesel wont start

i hope someone has an idea. i"m fresh out.
engine will turn over and kinda run. missing and smoking badly. white and black smoke. i"m pretty sure the pump is in time. set it to 3 atc. also the pump and injectors have been rebuilt an also the head was rebuilt and new sleeves and pistons and rings. you would think with all that being new it would start right up, but no.
anybody have any more ideas. i"m wondering if the pump has something wrong with it.
