I am not quite sure what you mean. Do you mean that when raised to the high position, it would stop, and then a second later raise an inch higher and then stop there? Or do you mean that when the hitch is in the raised position, it will very slowly fall about an inch, and then jerk back up, and continue repeating the cycle over and over? The first one, I have no idea. The second, your 3pt hydraulic cylinder is leaking past the o-ring and the tractor is compensating by raising it back up. Either the seal needs to be replaced, the cylinder is scored, or the valve has a leak, and it is leaking fluid back into the reservoir.
