M governor rebuild

Hi, 1947 Model M will only run if choke is pulled out almost all of the way. I have taken carb off and cleaned thoroughly and same problem. Something tells me the governor needs to be rebuilt - any ideas? Where could I send the governor to be rebuilt? Thanks Jeff
