I have never installed a govenor on this specific engine. However, I have installed them on various other equipment. I think I can answer one of your questions. That is, about timing. Timing is not relevant on the govenor. So, being 10, 20, 30 or 180 out is not an issue. The govenor is measuring the rpm of the engine and NOT coordinating any action in the engine. I suspect...on actual instillation...it does not matter if the gears turn some just as long as you got them in the drive teeth of the internal gear and it bolts up properly. and if it bolts up properly, it is my estimate that everything is good on the inside.
