Chadd, I have a 44 A with same carb and same problem. When a load first hits it, (or when throttle is first opened), it stumbles and stutters then seems to catch and run ok. Once the load is taken then it runs with a small bit of black smoke. The service manual in the Zenith section talks of an air bleed enrichment tube that is supposed to compensate the mixture under part load. My carb was pretty gunked up too but I just soaked it in carb cleaner for a week and it still has the problem. My floats measured what yours are set for and I didn't adjust them. My idle mixture doesn't do much either and only if the throttle is on the stop screw and engine is at 5-600 rpm or less. I hope someone has an explanation that doesn't need a new carb.
