The length is not real important. Its purpose is to get the return oil from the filter back into the pan below the oil level to cut down on foaming. any length that will accomplish that should be OK. I have taken engines apart where the pipe was missing and there did not seem to be any problems related to the tube being gone. There is so much oil splashing around from being thrown off the crankshaft that, in comparison, the amount from the oil filter is negligible.
