Your blow-by problem might be caused by a blocked crankcase vent tube which runs from the crankcase to the air cleaner. Mine was blocked and cleaning solved the problem.
I ran a Wood L42 on my Cub and mowed some 8 acres of very rough stuff with no power problem. I"m in East KY and you know it"s not level here either! Now have a 130 which pulls a 5" bushhog.
