Hogman on the end of that shaft is a lever that hooks to the lever that operates the valve it is attached with pin that goes through the shaft and lever it has likely wore into. You will have to remove dash to fix it. Pull lever all the way out and you will see the hole I am talking about. It is a easy fix once you get that dash off.
