826 steering.

Posted earlier about a 826 I am looking at. kinda slow in realizing that the steering is hydraulic all the way from the steering wheel. And being that the steering is real hard, does that mean the power part is on the way out and it will still steer but real hard or does it mean that it is about to stop steering all together? I know anyone can't answer for sure, just would appreciate some experiences. Thanks.
