Sounds to me like there is a stuck flow control valve. On the side of batterey box there is a box that the hoseses are hooked to< I suspect that your trouble is in that. I had one on my 350 done the same thing 8 or 9 years ago. I use it to pull a two row trailing tobacco setter, I got to end of field raised it up and it would not go back down. I did not fix that one as I had one from another parts tractor. I switched them and mine has worked every since. I think the book calls it a check valve. I may have another if you find that is the problem.
